There is increasing interest by donors and Governments to ensure that aid is effective in achieving the stated objectives and reaches the target beneficiaries. Triple Line assists governments and aid donors in the design and implementation of programmes, we support organisations to improve their implementation capacity and we ensure that donor efforts are harmonised.
We have designed a number of programmes, some of which we have also been tasked with implementation. In working with the EU, there is a separation in the contracting between design and implementation. We have been more involved in programme review and design. For DFID it is possible to be involved in both stages and we have been contracted to draft project design documents (project memoranda) and, in some cases tasked with the project’s implementation.
Effective donor coordination is essential both at the programme design and implementation stage; we support donors to align aid with beneficiary country systems and procedures, whilst helping to strengthen those systems and procedures. We also help beneficiary governments to develop a formalised process of donor coordination to avoid overlap, competition and waste.
We have supported both contractors and development partners in the improvement of their systems or the capacity to meet their objectives. This has been in the form of technical skill upgrading, the development of systems and project management.
Triple Line has completed over 25 programme design and implementation assignments in Africa, Middle East, Eastern Europe and the former Soviet Union for a range of clients including the EC, DFID the World Food Programme.
