Identification and formulation of pro-poor private sector development programme

The EC has been engaged in supporting  Pro-Poor Private Sector Development in Bangladesh for some time through its PRISM programme ((Poverty Reduction through Inclusive and Sustainable Markets). It has been supporting multi-donor programmes using market based approaches and making markets work for the poor (M4P) principles.

Services provided

Triple Line undertook the formulation mission to analyse and appraise the key measures and arrangements of the proposed pro-poor programme, taking into account the findings of the identification mission, the final evaluation of Katalyst 1 as well as the ongoing mid-term review of the Katalyst 2 and  other relevant initiatives supporting the private sector in Bangladesh, in particular INSPIRED.

The review mission conducted a mapping exercise, initiated discussions with stakeholders including other donors and representatives of the Government of Bangladesh and provided a draft action fiche and logical framework for the proposed programme.

Triple Line also analysed the evaluation and impact assessment of the multi-donor Katalyst Programme to determine its cost-benefit as a precursor to the EC’s determination of whether to undertake joint co-financing in support of the initiative.

Achievements

  • An outline for a €32mn programme and grant scheme was designed for launch in 2011-2.
  • The design included a competitive grant scheme designed to support and add value to the piloting of new and innovative inclusive business models and the scaling up and replication of proven models.  The programme will be supported by a leaning and resource centre to disseminate knowledge of those approaches found to be effective.
