Evaluation of the Methodist Church of Sierra Leone (MCSL) on Integrated Livelihoods Programme

The Methodist Church of Sierra Leone (MCSL) has implemented an Integrated Livelihoods Programme in Kailahun District, Sierra Leone. This was a €446,125, three-year project funded by Irish Aid and Christian Aid which began in September 2003.  This project worked towards the achievement of three ambitious objectives: i) food Security, ii) Peace and Civic Education and Community Reintegration, and iii) Community development.

The purpose was  to re-establish social cohesion,  break the cycle of marginalisation and exclusion leading to greater inclusion of women and youths in community decision making and access to resources, and create social and political equity through addressing community power relations and structures. The advocacy element  targeted both chiefdom and provincial authorities for fairer allocation of resources.

Services delivered

Triple Line undertook the final evaluation of the project in order to evaluate the effectiveness, efficiency, outcomes and lessons learned from MCSL’s Project, with a particular focus on the social inclusion of  disadvantaged groups.  Tthe evaluation team visited 9 of the 60 villages in which the project was implemented.

Achievement

  • This project marked the first time that MCSL engaged in conflict transformation work and began in a difficult context in which physical infrastructure was completely destroyed, the social fabric of the target communities had been severely damaged, and food insecurity was very high.
  • The evaluation led to a design of a new intervention on strengthening democracy and human rights issues.
