Strengthening Implementation of the National Poverty Reduction Strategy

During 2004  Triple Line  supported the development of a rigorous performance based monitoring and evaluation system for the Comprehensive Development Framework (CDF) and National Poverty Reduction Strategy (NPRS) in the Kyrgyz Republic.  The work (involving methodological development, training and mentoring) comprised the following specific objectives:

  • To enhance the understanding by target groups of policy cycle management, including the process of designing and implementing a results-based based M&E system;
  • To support the process of identification and validation of ‘leading’ indicators of results within an agreed policy sector component of the CDF/NPRS;
  • To support the development of a systematic process of data collection analysis and utilisation of selected  M&E ‘leading’ indicators, and
  • To support the preparation of project participatory pilot monitoring and evaluation activities in the regions using the selected group of ‘leading’ indicators.

Services provided:

Preliminary analysis identified discontinuity between the national level policy and the connectivity with policy delivery at regional and local level. The team then identified the linkages that would allow a coherent assessment of performance towards achieving the goals established for the CDF and NPRS.

A monitoring framework was developed. The approach, using participatory processes, built on good practice to enhance the understanding and benefits of CDF/NPRS and the relevance of policy formulation and review. The proposed structures and approach contributed to engaging civil society and beneficiary stakeholders in the policy planning process, provided feedback for policy review, and assisted with building awareness and ownership over the CDF/NPRS process.

The monitoring framework was tested in a pilot region. This work  included the development of a set of practical indicators (for the agricultural sector) relevant to a range of stakeholders and beneficiaries to measure programme outcomes as they generate impacts over time on the beneficiary community.

Achievements:

Significant progress was made in operationalising the monitoring framework which is designed to bring added value to the assessment of performance and the results in the implementation of the strategies connected with the CDF.

Outputs  included documentation on this monitoring framework, and the development of indicators and various techniques in measuring qualitative findings. This material was used as part of the distance education component of the project to prepare training modules on policy processes and monitoring & evaluation.
