Bosnia and Herzegovina (BiH) has been a very large recipient of international aid since the end of the war in 1994 and much of the aid effort has been driven by the interest of the donor as much as that of Bosnia and the poor and divided functioning of the Government has contributed to poor harmonisation of the donor effort.
Triple Line developed a framework and guidelines for the evaluation of Overseas Development Assistance (ODA) as part of a wider Aid Coordination and Effectiveness Project funded by DFID.
Under the Paris Declaration on Aid Effectiveness, all OECD Development Assistance Committee country members are obliged to take steps to ensure that systems are in place to monitor and evaluate ODA, and that frameworks are developed for ‘managing for results’. This means that the following areas needed to be addressed:
- Measure performance of ODA and progress based on the 12 indicators of progress elaborated by the OECD, and
- Measure the performance and achievements of ODAs contribution to sector strategies and national plans.
Services provided
To support the above requirements in Bosnia and Herzegovina Triple Line developed a monitoring framework and associated guidelines, with the aim of:
- Ensuring that findings from donor assessments and reviews are reported regularly, in a standard format to the Sector for the Coordination of International Aid (SCIA) in the Ministry of Finance and Treasury, BiH and as appropriate to the two Entity governments;
- Obtaining regular reports on the contribution of ODA in fulfilling the objectives of aid-financed investments and meeting the goals for development impact; and
- Supporting SCIA and the Entities to provide a consolidated six monthly report on ODA performance.
The framework developed by Triple Line was used as a working document so that feedback could be incorporated in finalising the approach and agreeing on the reporting mechanisms.
Achievements
- The framework developed is now being used by the Government of Bosnia& Herzegovina as the basis for the linking of development assistance into the monitoring of the national development policy and its two key components: the Country Development Strategy (CDS) and Social Inclusion Strategy (SIS).
