The Food Security Thematic Programme (FSTP) of the EC is a € 925 million programme with the overall aim to “to improve food security in favour of the poorest and the most vulnerable and contribute to achieving the first MDG, through a set of actions which ensure overall coherence, complementarity and continuity of Community interventions, including in the area of transition from relief to development”.  € 45 million had been allocated  for African regional and continental agricultural research in 2007-2012.

Services provided

Triple Line participated in the programme identification and design mission for the African agricultural research component of the FSTP. This involved an analysis of current donor support and its effectiveness, recommendations for priority setting and implementation, and the detailed design of the various components, including support to the Forum for Agricultural Research in Africa (FARA) and other research organisations and networks in Africa. The mission involved several field visits to Africa.

Achievements

The FSTP programme components proposed by the consultants were approved by the EC and all contracts had been agreed between the EC and grantees by early 2010. This includes core funding to key agricultural research organisations in Africa in the form of contributions to WB managed Multi-Donor Trust Funds (MDTFs) – ( see ASARECA case study). In order to ensure effective linkages between agricultural and research and development, the consultants proposed to also include support to AFAAS, the African Forum for Agricultural Advisory Services), and this was approved by the EC.
