LISA NOAKES – Senior Consultant

Lisa NoakesLisa Noakes has over 20 years experience in consultancy and business development with over 10 years experience in international development, mainly in transition economies.

The majority of her experience has been gained through working for the European Commission, enabling her to become fully conversant with European Communities Development Policy and the principals of good governance. Before joining Triple Line, Lisa worked as Deputy Head of International Consultancy at West Midlands Enterprise. One of her main responsibilities at WME was to manage 2 large EC Framework Contracts totalling a value of M€50. Lisa currently manages Triple Line’s partnerships in 3 EC Framework Contracts (Lot 7, Lot 10 and Lot 11) and 2 DFID Frameworks (GSDRC and EITI). During the last ten years Lisa has also worked on many social and economic development consultancy projects in Bosnia & Herzegovina, Croatia, Guinea, FYROM, Latvia, Lithuania, Serbia, Slovenia, South Africa, Vietnam.

MARTIN WRIGHT – Senior Consultant

Martin WrightMartin is an international development specialist with particular skills and experience in project and grant programme management and monitoring and evaluation of NGO/Civil Society projects.

He has over 15 years of grant programme management experience with DFID, EU, Big Lottery Fund and Catholic Agency for Overseas Development (CAFOD).

Martin has experience of direct project implementation and management in the fields of upland and irrigated agriculture and water and sanitation; and experience of managing grants covering a range of development sectors including education, health, post-conflict and post-disaster recovery, natural resource management and rights-based approaches. He has extensive experience of project cycle management and has undertaken numerous project monitoring and evaluation assignments. He managed the DFID contract for the Development Awareness Fund (DAF) from 2008 to 2009. At the beginning of 2010, he became the project manager for Triple Line’s contract to take over the full Fund Management of the DFID Civil Society Challenge Fund (CSCF) programme. He has overseen the grant handover process and established systems for proposal appraisal and grant performance management.

LAURENCE G. SEWELL – Senior Consultant

Laurence SewellLaurence has over 35 years experience as an international development consultant working in a managerial, advisory and technical capacity to government agencies, private sector and public organisations in Europe, Near East, Asia and Africa.

Wide experience in Africa totaling 17 years; 14 years direct experience of the transitional economies of the former Soviet Union and Central and Eastern Europe; and wide experience in advising on planning and development in post-conflict situations. He has key skills in strategic planning, policy review and public sector capacity building; and has extensive experience in community participation and stakeholder analysis in project planning and implementation. He has particular expertise in designing monitoring systems and in the conduct of evaluation studies. Evaluation skills relate in particular to measuring impact of policy, and in results-based management and outcome evaluation.

RICHARD BURGE – Senior Consultant

Richard BurgeRichard has over twenty years experience working in international development and politics. He has extensive experience working with civil society organisations and UK government departments.

These include grant assessment and project performance for DFID’s CSCF (with Triple Line) and Comic Relief; impact and learning adviser on DFID’s Governance & Transparency Fund (with Triple Line); programme and project management adviser at FCO; field and senior management experience at Christian Aid; monitoring and evaluation consultancies with DFID and a wide range of civil society organisations including Oxfam, CAFOD, CARE, Christian Aid, ACT-International and the Vodafone Foundation. Through his work in Africa in particular Richard has specialist experience in peace and conflict analysis and impact assessment.

SHOA ASFAHA – Senior Consultant

Shoa AsfahaShoa is a social development, gender and food security specialist with more than twenty years experience in international development.

She has a wide experience in working with civil society organisations, governments and international institutions including in grant assessment and project performance for DFID’s CSCF, DAF & GTF, project and programme management at senior level with CARE International, and consultancies in monitoring and evaluation, socio-economic studies, mid term reviews and feasibility studies with a number of organisations such as CFC, WIPO, IDRC, Christian Aid, Rainforest Foundation, SOS Sahel, ODG, CAFOD, Anti Slavery Int’l, CAMFED etc

Having worked at project implementation as well as programme and strategic levels with a cross section of organisations in different environments, Shoa understands the challenges and complexity of development issues and the expectations of multiple stakeholders including the ‘beneficiaries’ and institutions. Through her work in Africa and globally, Shoa has specialist experience in social development and gender analysis.

Ceinwen Giles – Senior Consultant

Ceinwen Giles

Ceinwen is a social development specialist with skills in participatory development, monitoring and evaluation (M&E), gender analysis, conflict transformation, and poverty reduction.

She also has skills in grant screening and performance assessment including experience on Triple Line’s teams for DFID’s Civil Society Challenge Fund (CSCF) and the Development Awareness Fund (DAF). Ceinwen’s recent work includes: field-visits to four projects funded through the CSCF in Tanzania (projects touched on workers’ rights, HIV and AIDS and sexual and reproductive health, and access to justice for women); team leader for a final evaluation of a three-year EC-funded programme in Sierra Leone focused on access to justice, human rights, and local governance; and a review of Sida support to four UNDP programmes in Sierra Leone (focused on youth empowerment, local governance and decentralisation, and disarmament). Between 2001 and 2005 Ceinwen worked for the International Planned Parenthood Federation (London), the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP; Thailand), and Environment and Development in Action (ENDA) in Vietnam.

Clarissa Poulson – Senior Consultant

Clarissa is a public sector specialist and project manager with over 15 years experience mainly as a senior civil servant in the Departments of Social Security and Work and Pensions (DWP).

She has wide-ranging experience at a senior level within strategy and policy directorates in Government where she has worked on many aspects of public service modernisation and reform.  Since starting at Triple Line in June 2011, Clarissa has been project manager for DFID’s Development Awareness Fund.  She has worked closely with a wide range of projects and civil society organisations, deploying proven skills in project management and stakeholder engagement focused on delivery of results.  Her technical skills include monitoring and evaluation, evidence-based research and project management across the lifecycle.  Her professional specialisms include social protection, public service delivery and reform, policy design, and organisational development and performance.

Juliette Seibold – Senior Consultant 

Juliette Seibold is a senior social policy specialist with over 20 years of experience working in the Middle East, Asia and Africa.

She is specialized in political analysis, gender analysis, social inclusion, strategic engagement, communications and advocacy. She has experience of direct programme implementation and has worked on issues relating to: education, health, water and sanitation and livelihoods.  She is also experienced in working with local civil society organizations, and on governance, and rights based approaches.  Juliette has designed programmes in Africa, Asia and the Middle East and undertaken extensive monitoring and evaluation assignments.  She has also provided on-going training and mentoring to local teams in complex and challenging environments.  She is particularly interested in the role of edutainment and the media in changing attitudes and behaviour.  Juliette began her career running a school in Chitral, in the Hindu Kush mountains of Pakistan.  In March 2012 she took over the Project Manager role for the Fund Management  of DFID’s Civil Society Challenge Fund (CSCF).

Janet Glover – Civil Society Consultant

Janet is a consultant with experience in grant management, project design, monitoring and evaluation, and financial management with a range of civil society organisations over the course of 10 years.

A focus has been on working for the inclusion of vulnerable and marginalised groups, including older people, youth, people with disabilities, and people living with and affected by HIV/AIDS.  Janet has experience with programmes in East and Southern Africa, South Asia, and Latin America and the Caribbean, and is fluent in Spanish. Janet has worked with organisation including HelpAge International, Y Care International, Sense International, Interact Worldwide, and Catholic Relief Services (CRS) in South Africa and Kenya.  She is currently focused on grant appraisal and performance assessment with Triple Line’s teams for DFID’s Civil Society Challenge Fund (CSCF) and the Global Poverty Action Fund (GPAF).
